Services
Licensed Area Review
LLC will complete BLCE type Licensed Area Review. These reviews of the PLCB licensed area will include the inspection of licensed area and also review of business and operating records.
Secret Shopper Checks
LLC will complete plain clothes/secret shopper visits for the purpose of identifying possible sales to Visibly Intoxicated Patrons, club member sales, age verification checks or other Liquor License issue.
Liquor License Consulting
LLC, plus Allegheny Strategy will be available to assist with liquor related questions during this contract period.
Testimony
LLC may testify to the contract in Administrative PLCB Court and Criminal Proceedings if required.
RAMP Server Seller
LLC can provide all training of employees over the course of the proposed contract period at an additional per employee cost.

Our Team of Experts
Chad Vail
Chad Vail is the founder of LLC. Chad is a retired 10-year veteran of the PA Bureau of Liquor Enforcement (BLCE). All inspections done under this proposal will be conducted by former BLCE officers except for the age-related checks.
Mike Negra
Mike Negra is a Senior Associate with Allegheny Strategy Partners. Mike was a PLCB Board Member for 8 years from 2014-2022. Mike serves as a consultant to LLC clients for all LCB related issues as well as utilize his experience to assist with BLCE issues.
